Charlie Chan has over 30
years of hands-on experience in aircraft/ship maintenance, logistics, and
acquisition operations. He has a proven record in cross–functional team
building and leadership, change management, multi-cultural communication,
organizational development, and quality/performance improvement. As a Program
Manager for the Navy, he managed the acquisition budget of $156 million funding
over 40 projects from research and development to fielding while sustaining
engineering, logistics, equipment installs, and facility modernization. His
extensive experienced in inventory management, analysis, and reduction of
support equipment and manpower earning great reviews during AMSR-19,
Boots-on-Deck (BOD), CVN-21 Program, Carrier Readiness Team (CRT), the
Operational Process Improvement Sub-Committe (OPIS), and Naval Aviation
Enterprise AIRSpeed. Visionary and respected, he was the first to envision,
plan, and implement the AIRSpeed Program’s LEAN, Six Sigma, and Theory of
Constraints aboard a CVN developing strategist and cost wise models for other
CVNs to follow.
Charlie retired from the
U.S. Navy as a Commander and held numerous leadership positions as an Aircraft
Intermediate Maintenance Officer, Deputy Program Manager (DPM), and Air Wing
Maintenance Officer (CAGMO) and led as many as 1,500 maintenance personnel,
civilian or active duty Navy personnel. After retiring from the Navy, he worked
for General Dynamics Information Technology as a Senior Operations and Logistics
Analyst in support of the CVN-21 Program.
Charlie is certified in
Level III Defense Program Management and an AIRSpeed Green Belt. He is also a
member of the Defense Acquisition Professional Community (APC) since 2002.
Charlie holds a Bachelor of Science Degree in Occupational Education from
Southern Illinois University and a Master of Science Degree in Human Resources
Management from Troy State University. Charlie has an Active Secret/DoNCAF
Clearance.
